Georgia is one big prison?

I'm not hating on Atlanta, I promise. You may not be aware, but according to the Georgia Department of Corrections website, 1 in 15 Georgians is under "some form of correctional oversight." Maybe its just me, but that language comes off as almost proud. Kind of counter intuitive.
